What is a land valuation?

A land valuation assesses a land interest at a specified date and on an agreed basis. A vacant-site market valuation, development-site assessment and statutory land-value review can involve different assumptions. The purpose must be clear before the report is commissioned.

Market value and statutory land value

A government land value should not automatically be treated as the sale value of an improved property. For example, the NSW Valuer General’s land values exclude a home and other structures. The applicable basis and treatment of improvements must be checked for the jurisdiction and purpose.

For an objection, provide the valuation notice, property identifier, relevant date, reasons for disagreement and correspondence from the authority. Confirm the objection requirements and deadline directly with that authority or your adviser. An independent report can supply supporting evidence but does not guarantee a changed assessment.

What influences the assessment?

  • Site area, shape, slope, frontage and practical access.
  • Zoning, permitted uses and documented approvals.
  • Easements, covenants, services and other restrictions.
  • Known flooding, bushfire, contamination or environmental information.
  • Comparable land sales and market conditions at the valuation date.

Development potential needs evidence. A proposal, an approval and a completed subdivision are different scenarios. The report should identify the planning assumptions being used rather than treating a proposed project as already approved.
